Are you talking about the clear cover that is wrapped around album like a book cover?
If so, you dont really need to keep that. You can remove it if you wish to do so. That’s just so that it helps keep the album itself protected. Plus some ppl like to decorate the front/back of the Scrapbook albums.
There’s Scrapbook albums that dont come with the cover. There’s also those hard covered Scrapbook albums that dont come with it. Their more text book like with their cover. (hard). You can also get a binder/folder & use it as a Scrapbook. Some scrapbookers prefer this because it allows them to put more pages into the folder that what would fit in an album.
There’s albums that dont have sheet protectors (they come with the top mentioned albums) their more like hard cover sketch books. Those also work great for scrapbooking.

Personally I started with a post bound book so I could add more pages as I went along. I like the page protectors as they save wear and tear on my hard work and photos, but there is no reason that you have to use them.

The web site below has a lot of different kinds of projects that you can make with card stock, perhaps some ink (used in rubber stamping), and decorative papers – many of which are double sided.
Once on the site, places to click are at the top right of the page. For possible projects there are two different places you can go to.
Resources – has a lot of projects and different techniques with tutorials – most are listed alphabetically
For a small scrapbook project that you make yourself you could start off with a Meander Book which is a very small project and requires double sided decorative paper; the Photo Wallet; the Photo Pull Out Book is a more advanced project and even an experienced scrapper/stamper would need at least 2 hours to assemble it and decorate it; a Squash Book is very simple to do and very quick and you can adjust the size so you end up with a bigger book.

All of the suggestions I’ve made have tutorials with step by step instructions on how to make that project. All you have to do is pick out the papers you like that coordinate with one another and with a few tools you’re on your way.
Please note that doing those kinds of hand made projects will not result in projects that will last for a really long time as the books you make are not as structurally sound as a real album and the photos for the most part are unprotected and can be damaged over time with much handling.
To scrapbook using a real album you’ll need some supplies or you can get together with someone who already is into this hobby and see you you can use hers while working on your first project.
Essentials: 12″ cutter – smaller ones are available but a lot of paper on the market is 12″ X 12″ and you can’t cut it using a smaller cutter.
Scissors for paper crafting – a pair of nice large scissors is good but you’ll also want a smaller pair for detail cutting of imges and such.
Card Stock – most albums use 12 X 12 card stock for the base of the page. You can choose your color and go from there.
Adhesive – get a quality adhesive such as Tombow or Dotto. I like to use the Dotto that’s not permanent. Any time in the future that I want to remove that photo from that album I can do so easily and in the mean time it will stay where I put it.
Those are the basics. There are all kinds of differnt embellishments that are on the market including: glitter, stickers, die cuts, flowers, brads, eyelets, charm type items such as small letters, clock faces, keys, etc. that are 3-D, rub-ons, buttons, chip board that you decorate with paper or something. I’m sure there are more than that but I can’t think of them right now. There are also a lot of different punches available and all kinds of creative ideas out there for using those punches.
My recommendation is to find someone who already is into scrapbooking and hang out with them so they can give you ideas and show you different tips and techniques. An alternative is to go to a rubber stamp store or a scrapbooking store and seek out their help. They would be very happy to get you started.

A lot of albums have the drop in pages. There are others out on the market that include the page already and you build off of it. There are some neat ideas out there for pages without page protectors however if you have children, think of the album being out on a coffee table or end table and the possibilty of food or a drink getting spilled on your beautiful album that you spent hours working on or a pet putting their muddy paws or slobber/drool on your beautiful album. That’s why people use page protectors to protect the photos themsevles and the time they’ve invested in creating those pages.
Remember that the point of scrapbooking is to show off the photos not to show off the page around the photos. Personally I tend to do more simple pages so that the photos are the focual point and not the decorations on the page.
I’ve been scraobooking off and on for over 10 years. It’s a lot of fun.
