Even, if you can. You should not import plastic scrap or any toxic substance to India, under any License.
The OGL ( open general Licence ) have gone long back. Now you are free to Import any thing in to India ( subject to ban on some restricted items ). All you need to have an Import & Export code number from The Office of the Joint Director General Of Foreign trade, from your area of operation.
As such, you can get plenty of plastic scrap for recycle in India itself. If you really want to Import, you can visit http://www.alibaba.com
As the Government is not permitting to use the recycled plastic, in majority of items, it is better you verify the list. Now there is lot of demand for, recycled plastic, in road construction. Where they add the plastics with Bitumen, to lay roads, which lasts long. Good luck to your new venture.
